The Principal Immigration Officer may issue to any visitor a visitors permit for a maximum stay of 30 days under section 9 of the Act on such terms and conditions as the Principal Immigration Officer thinks fit, provided that: … (b) a visitor who is a citizen of a country not listed in Schedule 1 shall pay a fee of $100, unless the payment of such a fee is waived by the Minister.

Section 6(1) of the Immigration Act creates the entry obligation — no person shall enter Tuvalu without a permit unless exempted under section 7 — and section 9 creates the visitor's permit, so the Act is the instrument that creates the entry regime; the Regulations implement it (regulation 2 and Schedule 1), the EU-Tuvalu agreement waives the permit for EU citizens via section 9(5), and the Taiwan arrangement is recorded by the counterparty government.
Regulation 2(1) grants the 30-day visitors permit to 'any visitor' with no nationality restriction, so every issuer not on the Schedule 1 fee-exemption list, not covered by the EU visa-waiver agreement and not holding the Taiwan or Tuvalu arrangements falls under this general grant and pays the $100 fee under paragraph (b).
