Irish citizens do not require a Visa to travel to Lesotho for up to a period of 44 days after which a residential permit must be applied for at the Ministry of Home Affairs in Maseru.

Section 5(2) of the Aliens Control Act 1966 is what creates the obligation: an alien may enter Lesotho for a visit only while in possession of a valid passport, and s.2(5)(f) defines a valid passport as one bearing a visa unless a visa is dispensed with under an arrangement to which Lesotho is a party. The Ministry's e-visa rule and the embassy's country list administer that statutory requirement.
The Lesotho Embassy in Ireland states that Irish citizens do not require a visa for stays of up to 44 days, a more generous bilateral entitlement than the 14-day EU-wide waiver, so Ireland is given the 44-day stay.
