Law No. 2 of 2014 Article 2 creates the obligation that every person entering Syria must hold a passport bearing a Syrian-issued entry visa, and Article 7 authorises the Interior Minister to exempt anyone; Decision No. 128 of 2025 exercises that authority by fixing the visa fees and the fee-exempt nationalities.

Enab Baladi's report of Decision 128 states that entry-mark fees are settled at border crossings or airports (the port-payment mechanism) and that citizens of most European countries pay 75 USD and American citizens 200 USD — a fee for an entry visa obtained at the port, so no advance authorisation is required for the European/US group.
