PKM 541 approved the Polozhenie on the stay of foreign citizens, which creates the obligation that foreign citizens enter, stay and transit Kyrgyzstan in visa order unless an international treaty or a normative act provides otherwise (point 2), and sets the visa-free stay periods; PKM 855 (gov855) amends it and is the current expression of the same instrument.
This is the general rule of the Polozhenie: foreign citizens enter, stay, transit and leave Kyrgyzstan in visa order on the basis of a valid document, unless an international treaty or a normative act of the Kyrgyz Republic provides otherwise; these issuers are on no exemption list, so the visa order applies to them.
