Regulation 25 of the Passports Regulations 1969, made under the Passports Act, creates the obligation itself: any person not specified in the Eighth Schedule must obtain a visa prior to entering Mauritius, and the Ninth, Tenth and Eleventh Schedules set the visa-on-arrival and prior-visa categories. The PIO pages describe and administer that regime but do not create it.
The Passport and Immigration Office's current country-wise visa table, which administers the regulations, assigns Iran the category 'Visa for two weeks on arrival', so an Iranian passport holder can obtain the two-week entry visa at the port of arrival.
