Official wording

Visitors from visa-required countries can apply for B2 visa through the eVisa system. The visa approval will be sent to you via email. In some cases, you may be required to attend the nearest Israeli consulate to your location.

Made under s.17(b) of the Entry into Israel Law 5712-1952 after consultation with the Knesset Interior Committee, this order is the instrument that creates the visa exemption: section 1 exempts citizens holding passports of First-Schedule states (and biometric passports of Second-Schedule states) from the transit/B-2 visa requirement for up to three months. The PIBA pages and reference data report the current implementation of this scheme and the ETA-IL requirement added in 2025, which the stale Feb-2025 consolidation cannot yet show.

The PIBA eVisa-B2 page states that visitors from visa-required countries apply for a B2 visa through the eVisa system; each issuer in this row is established to be visa-required by the PIBA reference data (eta-il-api-data), which lists each with NEED_PERMIT=1.
