Regulation 25 of the Passports Regulations 1969, made under the Passports Act, creates the obligation itself: any person not specified in the Eighth Schedule must obtain a visa prior to entering Mauritius, and the Ninth, Tenth and Eleventh Schedules set the visa-on-arrival and prior-visa categories. The PIO pages describe and administer that regime but do not create it.
Regulation 25(3) requires a holder of a passport issued by a country in the Eleventh Schedule to apply for and obtain a visa prior to entering Mauritius; the quoted passage pairs that requirement with the Eleventh Schedule list naming those countries.
