The arrêté du 22 juillet 2011 (as consolidated) is the instrument that imposes the visa requirement on foreigners entering New Caledonia (Article 1(b)) and grants the exemptions in Annex II; it is the text that creates the obligation rather than one that reports it.

Annexe I of the arrêté places the travel documents of EEA and Swiss citizens in the same no-entry-stamp class as EU citizens, showing they are treated as beneficiaries of free circulation rather than visa-subject foreigners.
