Ley N° 6.984 De Migraciones is the statute that creates the entry obligation for Paraguay: Article 41(2) requires a foreigner admitted on a transitory stay to hold an entry visa issued by the Ministry of Foreign Relations 'en los casos que se requiera', and Article 42 caps transitory stays at 90 days. The migraciones suppression table reports which countries are exempt from that obligation; the law is what imposes it.
The visa-suppression table of the Dirección de Migraciones lists each of the 57 issuers on this row with the same phrase 'NO REQUIERE VISA: para permanencia de hasta 90 días'; the quoted Europa-section entries (Alemania, Austria, Belgica, España, Italia, Reino Unido) are representative, and the same phrase is applied to every other issuer on this row in the America, Asia, Africa and Otros sections of the same table.
