- A passport with remaining validity of at least six months as of the date of entry
- A confirmed return air/sea ticket or air/sea ticket and a visa for the next destination, and a confirmed seat reservation for departure flight.
- Holders of emergency or temporary passport, except those from the United States of America, should apply for a visa at a Taiwan (ROC) overseas mission, or a landing visa after arriving in the Taiwan (ROC).
- Holders of Belize, Eswatini, Saint Kitts and Nevis, Saint Lucia, and Tuvalu passports with place of birth recorded on the passport data page as Afghanistan, Iran, Iraq, Libya, Nigeria, Pakistan, the People's Republic of China, Syria, and Yemen are ineligible for the visa exemption. Holders of Honduran passports with place of birth recorded on the passport data page as the People's Republic of China are also ineligible for the visa exemption.
- Only the United Kingdom passport holders with British Citizen status are eligible for visa-exempt entry.
- Nationals of Honduras*, except those holding diplomatic or official/service passports, are eligible for the visa-exemption program, with a duration of stay of up to 90 days.

Article 6 of the Foreign Passport Visa Act is the instrument that CREATES the obligation: "持外國護照者，應持憑有效之簽證來我國" — foreign-passport holders must enter with a valid visa — and it delegates to MOFA the power to carve out visa-exempt and visa-on-arrival treatment. The BOCA lists exercise that delegation and therefore describe an obligation the Act creates.
The Chinese list names the 90-day visa-exempt nationalities and the stay line fixes the 90-day maximum counted from the day after entry; the English page carries the same list with the number in digits.
