Article 27 of Law No. 105-Z imposes the visa requirement on aliens entering Belarus ('при наличии визы, если иное не определено настоящим Законом, иными законодательными актами и международными договорами Республики Беларусь'), and Article 39 caps visa-free stays at 90 days per calendar year; the exemptions operate as exceptions to this statutory default.
The Israel-Belarus agreement exempts Israeli national-passport holders from visas for stays up to 90 days within any 180-day period from first entry.
