An entry visa to Lebanon will not be issued on Israeli passports or any other passport and travel document stamped with an Israeli visa or seal.

This is the operative instrument of the General Directorate of General Security — the body that controls entry — and it imposes the requirement directly: its catch-all states that nationals of countries not previously mentioned require a visa delivered by one of the Lebanese embassies or a previous authorization from the General Security, and it enumerates the current exemptions. It implements Law 319 of 10 July 1962 and Decrees 10188 and 10267, which it cites.
The Lebanese Embassy states that no entry visa will be issued on Israeli passports, so Israeli nationals cannot obtain any authorisation to enter Lebanon.
