The following countries are NOT required to apply for a visa to enter Tonga. They will be issued upon arrival with a visitor’s visa for 31 days, free of charge and this can be extended for up to six months. The Immigration Act (Cap. 62), s.6 creates the obligation: no person other than a citizen of the Kingdom shall enter Tonga unless holding a valid permit or exempted under s.7. s.10 limits a visitor's permit to 6 months and s.38 empowers Cabinet to exempt classes of persons. The revenue/embassy lists describe how that permit requirement is administered, but the Act is the instrument that creates it.

The embassy page states that the listed countries 'are NOT required to apply for a visa to enter Tonga' and 'will be issued upon arrival with a visitor's visa for 31 days'; China mainland, Hong Kong, Israel, Korea and Macao are among the listed entries, so each enters on arrival without an advance visa.
