Section 5(2) of the Aliens Control Act 1966 is what creates the obligation: an alien may enter Lesotho for a visit only while in possession of a valid passport, and s.2(5)(f) defines a valid passport as one bearing a visa unless a visa is dispensed with under an arrangement to which Lesotho is a party. The Ministry's e-visa rule and the embassy's country list administer that statutory requirement.
The legend states these nationals 'only require a visa when coming to stay in Lesotho for more than 14 days', so entry without a visa is available for stays up to 14 days; each named country's row carries the asterisk that triggers that rule.
