Official wording

Preamble: An act to impose restrictions on the landing of aliens and to provide for the supervision and deportation of aliens and for other purposes connected thereto

Aevamo’s reading

The Aliens Act s.5 requires an alien to obtain the leave of an immigration officer to land and s.6(h) makes possession of a visa a condition of that leave unless an exemption under s.17 applies, creating the obligation the PICA list administers; the parallel Immigration Restriction (Commonwealth Citizens) Act s.8(1) and s.35(2) govern Commonwealth citizens, and the PICA list states each nationality's treatment under both branches.

This is the statute that imposes the landing restrictions the regime answers, and it reaches aliens only; the companion Immigration Restriction (Commonwealth Citizens) Act reaches Commonwealth citizens 'not being persons deemed to belong to Jamaica under subsection (2) of section 2 of the Act'. A holder of a Jamaican passport is neither an alien nor outside Jamaica, so the holder is outside the regime rather than inside it with a generous stay, which is why the row records FREE_MOVEMENT with no duration.

How the documents behind this regime are dated

PICA page footer states 'Last updated July 19, 2023'; the live page also carries entries effective 2024 and 2025 (Ireland 5 March 2024; Dominican Republic 1 February 2025), so the list is maintained beyond the footer date.

What this answer covers Limits & assumptions

Work and residence rights are separate from this check. This is the entry rule and the length of stay the instrument grants. It is not a decision about you: the officer at the border decides admission, and we do not evaluate the purpose of your trip, your passport's remaining validity, an onward ticket, funds, insurance or health requirements.
