Appendix V is the statement of the Immigration Rules for the Visitor route, made under section 3(2) of the Immigration Act 1971. It is the text that requires a visa national to obtain entry clearance as a Visitor before arrival, requires an ETA where Appendix Electronic Travel Authorisation so provides, and grants the Standard Visitor stay of up to six months. The visa-national and ETA lists specify who those requirements reach; they do not themselves create the Visitor route.
VN 1.1(a) is the operative inclusion list: it names these states as people who need entry clearance before travel, which Appendix V then applies to anyone coming as a Visitor.
