This arrêté, made under the CESEDA (articles L. 211-1 and R. 211-1) and published in the Journal officiel, is the instrument that imposes the visa requirement for entry into the collectivity of Saint-Barthélemy: Article 1(b) requires a valid visa where Annexe II makes it necessary and Article 3 grants the dispense only to persons listed in Annexe II. It is the obligation-creating instrument, not a summary.
Each of these countries appears in Annexe II §1, so its ordinary passport is exempt from the visa for stays of up to 90 days per 180; the qualifying condition (work) is recorded separately below.
