The Immigration Act Cap. 190 s.9(2) is the instrument that creates the obligation: it empowers the Minister by order to require a visa of the passport of any country's subject or citizen, and s.13(1)(b) with Second Schedule Part II sets the visitor stay. The MFA visa table is the operative list implementing those directions; it describes the position rather than creating it, which is why the Act is the controlling document.
The rows for Colombia, Japan and Panama state their nationals can stay a maximum of ninety (90) days and mark them 'No visa required', establishing the 90-day visa-free stay.
