Закон України «Про правовий статус іноземців та осіб без громадянства» creates the obligation: foreigners and stateless persons enter Ukraine with a passport and a visa unless legislation or an international treaty provides otherwise (стаття 9). The visa-free grants are exceptions to this default.

The MFA list states Kazakhstan as visa-free up to 90 days within 180 days from the first crossing of the state border.
