Proclamation No. 24/1992 is the Eritrean statute that creates the entry obligation: its Article 7(1) states that any foreigner may not enter Eritrea without a valid visa, and Article 3(3) defines 'foreigner' as any non-Eritrean person. The embassy visa page describes this obligation rather than creating it.
The Eritrea Ministry of Information, the State of Eritrea's official news organ, reports on the bilateral talks of 9 February 2023 that the abolition of visa requirements for citizens of the two countries is effective from that date, so a Kenyan citizen holding an ordinary passport no longer needs to arrange a visa in advance to enter Eritrea.
