Section 3(1) of the Immigration and Foreigners Act, 2025 imposes the requirement of a valid passport and visa for every foreigner entering or present in India; every row in this output is either a mechanism for satisfying that requirement (e-visa, regular visa) or an exemption from it made under section 33 of the Act (the visa-free entries and the visa-on-arrival facility).
The passage is the operative eligibility rule on the Bureau of Immigration's e-Visa portal: holders of valid passports from the listed countries/regions may apply for an e-Visa, and the FAQ confirms the application is completed online and the ETA must be granted before travel. Every issuer on this row appears in that numbered list, so each must arrange the e-visa in advance.
