Law O'RQ-692 of 04.06.2021 Article 28 creates the obligation: foreign citizens enter on valid travel documents, and nationals of countries for which Uzbekistan has established a visa regime may enter only with a valid entry visa (including electronic visas). Resolution 408 and PP-3836 implement and exempt from that obligation; the Law is the instrument that imposes the visa requirement.
Annex 5 lists Kyrgyzstan under '60 kungacha' (up to 60 days), so Kyrgyz citizens enter Uzbekistan visa-free for up to 60 days; Izoh point 3 confirms the 60-day period runs from crossing the border.
