The consolidated Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam is the statute that imposes the visa requirement on foreigners entering Vietnam (Điều 20) and that authorises the Government to grant unilateral visa exemptions (Điều 13) and to decide the e-visa country list (Điều 19a); the resolutions and bilateral agreements are grants made under it.
The MOFA table records that Kyrgyzstan is exempt for ordinary-passport holders under the 1981 USSR travel agreement and that, per current regulations, Kyrgyz citizens may stay visa-free 30 days in Vietnam.
