Any in-transit passenger or bona fide tourist who is in possession of a return ticket and satisfies the Immigration Officer that he/she does not intend to remain in the State for a period exceeding twenty-one days.

SRO 37 of 2019 regulation 2(1) imposes the obligation itself - an alien shall not land in Dominica unless a visa is endorsed in the passport - and regulation 2(2) lists the exemptions; it is the instrument that creates the entry requirement for this regime, made by the Minister under section 28(2) of the Immigration and Passport Act (Chapter 18:01).
The Government of Dominica's published entry list grants any bona fide tourist with a return ticket visa-free entry for up to twenty-one days, so a citizen of any country not named in a longer exemption may enter for that period.
