Aevamo’s reading
The Law of Migration and Asylum 11/2017 (as consolidated by Law 10/2021) creates the obligation itself: Article 13(1) requires every foreigner entering Timor-Leste to hold a valid visa, Article 35 sets the tourist-visa validity of thirty days, and Article 44(4) creates the visa-on-arrival mechanism. The ministry pages describe this law's operation rather than creating the obligation.
The Lao News Agency reports that the Laos–Timor-Leste Agreement on Visa Exemption for Ordinary Passport Holders, approved by Timor-Leste through Jornal da República Resolution 11/2025, entered into force on 15 August 2025 and exempts Lao citizens holding ordinary passports from the visa requirement for tourism stays not exceeding 30 days.
