تسدد قيمة رسوم السمات عند المعابر الحدودية أو المطارات في سوريا، ويعتبر نافذًا اعتبارًا من 6 من تموز. قسم القرار الدول إلى 11 مجموعة لاستيفاء رسوم الدخول تضم الأولى لبنان، الأردن، ماليزيا، موريتانيا، وليست بحاجة لرسوم، فيما يدخل حاملو الجنسية الصربية مجانًا إلى سوريا.

Law No. 2 of 2014 Article 2 creates the obligation that every person entering Syria must hold a passport bearing a Syrian-issued entry visa, and Article 7 authorises the Interior Minister to exempt anyone; Decision No. 128 of 2025 exercises that authority by fixing the visa fees and the fee-exempt nationalities.
The same Decision 128 group 1 names Lebanon first among the countries exempt from entry fees and entering free of charge, so a Lebanese passport holder needs no advance authorisation.
