Pour entrer dans les Terres australes et antarctiques françaises, tout étranger doit être muni des documents et visas exigés par les conventions internationales et les règlements en vigueur. Lorsqu'un visa est requis, il est délivré après accord de l'administrateur supérieur des Terres australes et antarctiques françaises.Les dispositions du présent chapitre ne sont pas applicables aux agents diplomatiques et aux consuls de carrière. … L'accord mentionné à l'article L. 367-1 doit être demandé un mois au moins avant la date d'arrivée sur le territoire. L'autorité diplomatique ou consulaire peut solliciter une réduction de ce délai dans les situations d'urgence. L'administrateur supérieur précise la durée et les conditions du séjour de l'intéressé dans le territoire des Terres australes et antarctiques françaises.

Article L. 367-1 of the CESEDA creates the obligation for this regime: it states that to enter the Terres australes et antarctiques françaises every foreigner must hold the required documents and visas, and that the visa is delivered only after the accord of the administrateur supérieur — i.e. the instrument makes entry conditional on a permit, rather than describing a rule created elsewhere. The TAAF pages merely describe this same regime.
Article L. 367-1 makes entry to the French Southern and Antarctic Lands conditional on being in possession of the required documents and visas, and makes the visa itself conditional on the prior accord of the administrateur supérieur (the permit authority). The rule is addressed to 'tout étranger' — every foreign nationality — collectively, so this single instrument covers all 254 issuers on the row without naming them individually; no issuer is exempted (diplomats and career consuls excepted). L. 367-2 states that this accord must be requested at least one month in advance and that the administrateur supérieur fixes the duration and conditions of the stay, which is why the stay limit is SET_BY_VISA.
