قانون رقم ( )6لسنة 1987ف بشأن تنظيم دخول وإقامة إألجانب في ليبيا … المادة الثانية يجوز لألجنبى دخول األراضي الليبية أو البقاء فيها أو الخروج منها إذا كان حاصالً علي تأشيرة صحيحة وفقاً الحكام هذا القانون ممنوحة علي جواز سفر نافذ المفعول صادر عن جهة مختصة معترف بها أو علي وثيقة تقوم مقامه تخول حاملها حق العودة للدولة الصادرة عنها .

Law No. 6 of 1987 is the statute that creates the visa obligation: Article 2 provides that a foreigner may enter, stay or leave Libya only if holding a valid visa granted under this law. The decisions and the eVisa registry describe or implement that obligation; they do not create it.
Law No. 6 of 1987 is titled around the entry and residence of foreigners and Article 2 attaches the visa requirement to 'the foreigner'; a Libyan citizen is not a foreigner under this law, so the visa regime does not reach Libyan passport holders entering Libya, and they are subject to no visa cap.
