Nos termos do número anterior, é vedada a atribuição de visto online e à chegada no país aos nacionais dos países constantes da lista aprovada, não sendo estes elegíveis para efeitos de atribuição de visto através das plataformas digitais ou nos postos de fronteira aérea. … Os pedidos de visto apresentados em posto de fronteira ou em território nacional por estrangeiros estão sujeitos ao pagamento de uma sobretaxa definida por portaria do membro do Governo responsável pela área da administração interna.

Decreto-Lei 13/2025 (second amendment to Decreto-Lei 2/2015, regulating the Lei 66/VIII/2014 aliens regime) creates the visa framework: article 14(1)-(2) establishes the exempt-country list and the negative list, article 14(3) bars online/on-arrival visas for listed countries, and articles 13/30/62 provide the online, border and pre-registration mechanisms. The Despacho 244/GMAI/2026 is the ministerial act that fills in the negative list under it.
Article 14(3) forbids online and on-arrival visas only for nationals of the countries on the approved (negative) list, and article 30(3) provides for visa applications at border posts by foreigners; together they establish that nationals of countries not on the list may obtain a visa at the frontier.
