Sovereign Ordinance n° 3.153 of 19 March 1964 is the Monégasque instrument that creates the entry obligation: Article 1 requires every foreigner entering the Principality to hold the passport, visas and authorisations that permit access to France, which is what imports the French/Schengen visa regime into Monaco. The government page and the EU regulation describe or supply that regime but do not create Monaco's obligation.
Each of these issuers appears in Annex II of the consolidated EU visa regulation, so Article 4(1) exempts them from the visa requirement for 90 days in any 180-day period; their exemption is conditional on the EU short-stay visa waiver agreement, which the EUR-Lex summary records as in force (or provisionally applied) for each, so the exemption is live.
