  • The exemption is for persons intending to visit Mauritius for business, tourism or transit purposes; a person intending to visit for any other purpose shall obtain a visa or permit prior to entering (reg 25(1)(b)).
  • On entry every person must hold a passport valid beyond the intended period of stay, a valid return passage ticket, be eligible to re-enter his country of origin or residence, have adequate funds, have confirmed hotel booking or sponsorship for accommodation, not engage in any gainful activity and not be a prohibited immigrant (reg 25(4)).

Regulation 25 of the Passports Regulations 1969, made under the Passports Act, creates the obligation itself: any person not specified in the Eighth Schedule must obtain a visa prior to entering Mauritius, and the Ninth, Tenth and Eleventh Schedules set the visa-on-arrival and prior-visa categories. The PIO pages describe and administer that regime but do not create it.

Regulation 25(1)(a) makes a visa mandatory for anyone not specified in the Eighth Schedule, so appearing in the Eighth Schedule's country list is the exemption; the quoted passage pairs that rule with the list of passport-issuing countries whose holders do not require a visa.
