Subject to paragraph 3, the nationals of the countries provided in the Schedule are prohibited from entering Bermuda.

The Order, made under s.26(1) of the Bermuda Immigration and Protection Act 1956, is the instrument that creates the obligation: it prohibits the nationals of the 72 Schedule countries from entering Bermuda and makes their entry conditional on a UK/Canada/US travel authorization or a Government letter. It does not report a rule made elsewhere; it makes the rule.

Paragraph 2 makes the Schedule the complete exclusion list: it prohibits only the nationals it names. The 172 issuers on this row are absent from that Schedule (the sweep is recorded in residualSweep), so the prohibition does not reach them and, as bona fide visitors under s.25(1)(c) of the Act, they enter without prior authorisation.
