The Embassy of Haiti in Washington is the Republic of Haiti's own diplomatic authority, and its Tourist Visa page states the operative entry rule in binding terms: tourists generally need no visa while nationals of nine named countries require one. The underlying implementing decree is not published online; the embassy's statement is the state's current promulgated version of the visa regime.
This is the Embassy of Haiti's official statement that tourists need no advance visa to enter; the same page's next sentence names the only nine nationalities that do require a visa, and none of the issuers on this row appears in that exclusion list, so the general visa-free rule reaches them.
