  • Entry is only with a tourist card (Tarjeta de Turismo), whose US$10 entry fee is included in the air ticket or which may be obtained at the airport; the card is for tourist purposes only.
  • The tourist card route is available only when the reason for the visit is tourism; business visits require a business visa.
  • The tourist must hold a passport valid for at least six months, a return ticket, an address in the Dominican Republic and proof of solvency, and complete the free electronic E-Ticket entry/exit form before travel.

Art. 28 creates the operative obligation — every foreigner entering the Dominican Republic must hold a visa except nationals of visa-dispensa-agreement countries or countries authorised by the Executive to enter with a tourist card — Art. 31 mandates MIREX to publish the country lists, and Art. 81(a) fixes the 60-day maximum tourist stay. It is the instrument that imposes the requirement; the MIREX list implements it.

The intro sentence states the general visa requirement and its tourist exception (a US$10 entry fee included in the airfare), and the category-C heading plus entries name the issuers authorised to enter for tourism with only a tourist card.
