Lei 5/2015 amends article 25 of the aliens law to create the visa-free categories (CPLP, EU, USA, Canada), the 15-day stay for holders of a valid Schengen or US visa, and the delegation under which the Government lists third countries exempt for up to 15 days. It is the instrument that CREATES the visa-free obligation; the SMF article and the 2017 decree/note describe or implement it.
The SMF (border service) states that citizens of the named countries and territories may enter and stay up to 15 days without a visa; every issuer on this row is one of the named countries/territories (CPLP and EU members by category, the rest by name).
