Décret n° 2022-050/PR, as published in the Journal Officiel, is the implementing decree of Loi n° 2022-005 on the police des étrangers; its Article 3 imposes the visa obligation on every holder of a foreign travel document, subject to exemptions, and its Article 12 fixes the stay ceilings. The 2026 visa-exemption decree and the platform statements operationalise exemptions within this framework; the decree itself creates the obligation.
Article 3 of decree 2022-050/PR makes entry of every person holding a travel document issued by a foreign authority subject to obtaining a visa unless an exemption decided by the government or a bilateral/multilateral visa-waiver agreement applies; none of these non-African issuers is covered by the 2026 African-state exemption, the ECOWAS list, or an ordinary-passport bilateral agreement, so they must obtain a visa in advance.
