These attach to the person, not to any nationality, and do not change the nationality-level visa requirement.

The Law on Travel and Residence of Foreign Citizens in the Islamic Republic of Afghanistan (Official Gazette no. 1185, 3 October 2015) is the statute that creates the visa obligation for foreign nationals entering Afghanistan; it is the instrument the IEA's own e-visa portal and embassy visa pages cite and implement.
The Embassy states that foreign nationals obtain Afghan visas in advance and that the Tourist Visa permits a stay of thirty (30) days. This issuer is not offered in the e-visa portal's nationality list, so its holders cannot apply online and must use the consular route, which still grants the 30-day tourist stay.
