The Código de Migración (Decreto 44-2016) creates the obligation: Article 65 requires every foreigner entering Guatemala to comply with the requirements set for their nationality, and Article 105 directs the national migration authority to publish which nationalities require a visa. The Reglamento de Visas and the MINEX classification implement that framework.
The Código establishes that entry requirements depend on nationality and are published by the national migration authority; since none of these issuers appears on the published exemption lists, the requirement (a visa) applies to them by default.
