  • the holder must hold a valid Macao SAR passport or travel permit — "Holders of a valid passport or travel permit of the Macao Special Administrative Region of the People's Republic of China are exempted from visa requirements for entry into, exit from or transit through the territory of the Republic of Mali" (Agreement Article 1(1))
  • the visa exemption does not grant the right to work, carry on a profession or study for a period exceeding 90 days — "Persons who enter the territory of the other Contracting Party with the aim to work, to carry a profession, to study or for a period exceeding ninety (90) days are obliged to get necessary permits beforehand" (Agreement Article 2)

Loi n°04-058 art. 8 is the provision that imposes the entry-visa obligation on every foreigner entering Mali; the 2005 decree implements it and the ECOWAS protocol and the ministry/embassy list carve out exemptions from it.

Chief Executive Announcement 29/2004, published in the Boletim Oficial da RAEM of 18 August 2004, promulgates the Agreement between the Macao Special Administrative Region and the Republic of Mali on mutual abolition of visa requirements; Article 1(1) exempts holders of a valid Macao SAR passport or travel permit from Malian visa requirements for stays up to 90 days, a convention within Loi n°04-058 art. 3.
