Loi n° 08-11 du 25 juin 2008 is the Algerian statute that imposes the visa requirement: Article 4 obliges every foreigner to hold a visa in force for any stay, Article 7 requires presenting it at the border, and Article 8 fixes the 90-day maximum stay. The MFA pages describe this obligation and its exemptions; they do not create it.

The Algerian Ministry of Foreign Affairs communiqué (via the Brussels embassy) states that the visa requirement for all foreign nationals holding Moroccan passports was reinstated with immediate effect, superseding the earlier visa-free entry for Morocco.
