Law 89/1960 on the Entry and Residence of Foreigners, as amended by Law 88/2005, Article 2 creates the obligation: no one may enter Egypt without a passport endorsed (visa'd) by the Ministry of Interior or an Egyptian mission, and Article 5 delegates to the Minister of Interior the power to exempt named nationalities. It is the instrument that creates the obligation; the ministry and consular pages administer and describe it.

The Ministry of Interior's e-visa portal FAQ states the general rule that a foreigner must obtain an e-visa to enter and enumerates the nationalities that may be issued one; each issuer in this row (Bosnia and Herzegovina, India, Iraq, Moldova, Kosovo, Vietnam) appears in that list, so they arrange the e-visa before travel.
