Official wording
Maldivian nationals traveling to Algeria are required to obtain a prior visa from the Algerian Embassy in New Delhi ahead of their trip.
Aevamo’s reading
Loi n° 08-11 du 25 juin 2008 is the Algerian statute that imposes the visa requirement: Article 4 obliges every foreigner to hold a visa in force for any stay, Article 7 requires presenting it at the border, and Article 8 fixes the 90-day maximum stay. The MFA pages describe this obligation and its exemptions; they do not create it.
The Maldives Ministry of Foreign Affairs' current official visa-information page directly instructs Maldivian nationals that a prior visa from the Algerian Embassy in New Delhi is required; it is the party's own issuing state stating the current requirement, so no advance-authorisation-free grant is available to MDV.

What this answer covers Limits & assumptions
Work and residence rights are separate from this check. This is the entry rule and the length of stay the instrument grants. It is not a decision about you: the officer at the border decides admission, and we do not evaluate the purpose of your trip, your passport's remaining validity, an onward ticket, funds, insurance or health requirements.
