Conditions:
- Entry is permitted only in accordance with a permit granted under section 15 of the Environment Protection and Management Ordinance 1987 by the Minister administering it (the Australian Government Minister responsible for the Department of Climate Change, Energy, the Environment and Water). The permit is obtained by a written application to the Minister (section 15A), so it is a formal advance authorisation rather than a visa-free or on-arrival arrangement; the only exceptions are entry during an emergency and entry in the performance of an inspector’s duties.
- The permit fixes the length of stay: each permit must state the days on which it starts and expires, so the permitted stay is set by the individual permit and there is no fixed statutory day limit.
