Regulation 2 of the Immigrants and Emigrants Regulations 1956, made under section 48 of the Immigrants and Emigrants Act No. 20 of 1948, requires every person to whom section 10 of the Act applies to hold a visa to enter Sri Lanka; that is the instrument that creates the visa obligation which the Department's ETA system and the 2026 fee-waiver scheme implement and apply.

The eta-fees bilateral clause grants Maldives a 90-day tourist visa (ETA) free of charge, and the eta-excem page exempts Maldives from the ETA requirement, so Maldivian nationals enter visa-free with a 90-day entitlement.
