Décret n°2299/PR/PM/MSPI/2025 is the instrument that creates the obligation: its article 29 requires every foreigner entering Chad to hold an e-visa, its articles 6-15 establish the privileged visa-exempt regime for CEMAC nationals and for nationals of states that have concluded visa-exemption agreements, and its articles 43 and 69 fix the 90-day stay threshold and abrogate the previous decree. The evisa.td portal and the UAE MOFA page supply facts (which states have agreements) that this decree names only by class.
Article 29 of Décret n°2299/2025 requires every foreigner — 'tout étranger' — wishing to enter Chad to hold an e-visa issued by the competent authorities; that class rule covers the issuers in this row because none appears on the official visa-exemption list, the CEMAC privileged-regime grant, or the UAE mutual-exemption agreement, so each must arrange an e-visa in advance.
