Décret 2026-049 of 4 March 2026, taken in Council of Ministers under Loi 2025-15, is the instrument that imposes the obligation: it fixes the conditions and modalities of issue of entry visas, requires every foreigner to hold one unless dispensed, and defines the two routes out of it — an accord with Benin, or a special exemption by decree. Everything else held here operates under it: the ministry's database enumerates the accords of its first route, Décret 2023-489 is an exercise of its second, and the e-visa platform is the online channel its article 7 requires. Its stored copy is an image scan with no text layer, so no row quotes it and no figure is taken from it; each field is instead sourced to a document that can be quoted, and that substitution is stated on every row it affects.

The tab heading identifies these as the countries with which Benin has concluded reciprocal visa-exemption agreements and the note states in the present tense that their nationals may enter and move freely in Benin on the conditions shown; each issuer's own entry then gives that condition as 3 months (90 days) and lists the ordinary or national passport among the documents the exemption covers.

Décret 2026-049 is dated 04 mars 2026 and Loi 2025-15 is dated 02 juillet 2025, each per its own register entry. The MAEC African list states 'Source : MAEC - Septembre 2020'. The e-visa platform carries '© Gouvernement de la République du Bénin - 2026' and its African sentence is therefore a 2026 statement; it was fetched live on 21 August 2026. The three ministry visa tabs carry '© Ministère des affaires étrangères - 2024' in the footer, but their content is later than that footer: they record accords of June and September 2025, so the footer is a site-wide credit rather than a content date. Décret 2023-489 is shown in the register as 20 février 2023.
