Article 1 of this arrêté imposes the entry conditions (including the visa requirement) on every foreigner entering Martinique who does not benefit from free movement, and Article 3 plus Annexe II create the visa exemptions. It is the instrument that creates the obligation, not a description of it; the DGEF page only describes the same rules.
These countries are on the Annexe II visa-waiver list, so their nationals are visa-free for Martinique up to 90 days per 180 days, but the exemption applies only to holders of a diplomatic or biometric passport — a feature of the traveller's own passport, checkable by the traveller.
