The withdrawal of Burkina Faso, the Republic of Mali and the Republic of Niger from ECOWAS has become effective today, 29th January 2025. … allow citizens of the three affected countries to continue to enjoy the right of visa free movement, residence and establishment in accordance with the ECOWAS protocols until further notice.

The LIS Visa on Arrival portal is the current official instrument of the Liberia Immigration Service, the body charged with implementing and enforcing the Aliens and Nationality Law, and it imposes the operative requirement on non-exempt foreign nationals - apply online for the Visa on Arrival before travel, or apply at the embassy where one exists in the traveller's country. It does not merely describe the position; it tells the traveller what they must do.

The ECOWAS Commission's press statement, current on ecowas.int (site footer © 2026, news dated August 2026), names the three states whose withdrawal took effect and then requires all authorities within ECOWAS Member States, including Liberia, to continue allowing their citizens visa-free movement in accordance with the ECOWAS protocols until further notice; the ninety-day limit comes from Protocol A/P.1/5/79, the protocol the statement incorporates by reference (fieldSources.maxDays), and no later Authority decision ending the arrangement is held.
