Art 11.1 of the Law on the Legal Status of Foreign Citizens creates the entry obligation — a foreign citizen entering Mongolia must hold a Mongolian visa unless an international treaty provides otherwise — and arts 9.2.4 and 11.8 empower the Government and ministers to make the exemptions and the border-post visa rules. The visa-free lists, the e-visa list and the visa rules all implement this law rather than create the obligation.
Art 11.1 requires a foreign citizen entering Mongolia to hold a Mongolian visa unless an international treaty provides otherwise; none of these issuers appears on any visa-exemption list, so a visa must be arranged in advance.
