Article 1 of this arrêté imposes the entry conditions (including the visa requirement) on every foreigner entering Martinique who does not benefit from free movement, and Article 3 plus Annexe II create the visa exemptions. It is the instrument that creates the obligation, not a description of it; the DGEF page only describes the same rules.
Article 1(b) requires any foreigner who is not exempt under Annexe II to be in possession of a valid visa to enter Martinique; these issuers are not covered by any Annexe II exemption applying to ordinary passports (the May 2025 amendment removed Belarus and Russia from the list), so a short-stay visa must be arranged in advance.
